Over hele Europa er et strukturelt skifte p\u00e5 gang. Myndigheter, regioner og byer reduserer aktivt sin avhengighet av Microsoft og andre amerikanske teknologigiganter. I stedet velger de alternativer med \u00e5pen kildekode. Motivasjonen er ikke ideologi. Det er strategi.<\/h2>\n\n\n\n

I mellomtiden risikerer Norge nok en gang \u00e5 sakke akterut.<\/p>\n\n\n\n

44 000 offentlig ansatte erstattet Microsoft<\/strong><\/h2>\n\n\n\n

I den tyske delstaten Schleswig Holstein har mer enn 44 000 offentlig ansatte migrert bort fra Microsoft-programvare. Outlook, Exchange og Office erstattes med \u00e5pen kildekode-alternativer som LibreOffice og andre europeisk kontrollerte systemer.<\/p>\n\n\n\n

De rapporterte besparelsene overstiger 100 millioner norske kroner. Men den \u00f8konomiske gevinsten er bare en del av historien.<\/p>\n\n\n\n

Det overordnede m\u00e5let er digital suverenitet. Kontroll over infrastrukturen. Kontroll over data. Kontroll over langsiktig robusthet.<\/p>\n\n\n\n

Tyskland er ikke alene.<\/p>\n\n\n\n

K\u00f8benhavn og Aarhus faser ut Microsoft<\/strong><\/h2>\n\n\n\n

I Danmark har b\u00e5de K\u00f8benhavn og Aarhus besluttet \u00e5 redusere og fase ut Microsoft-l\u00f8sninger. Kostnader er en del av regnestykket. Men geopolitikk er i \u00f8kende grad en del av diskusjonen.<\/p>\n\n\n\n

Det har blitt uttrykt bekymring for den politiske utviklingen i USA og hvordan plutselige politiske endringer kan p\u00e5virke tilgangen til kritisk digital infrastruktur. N\u00e5r store europeiske byer \u00e5pent setter sp\u00f8rsm\u00e5lstegn ved avhengigheten av amerikanske skyleverand\u00f8rer, signaliserer dette et dypere skifte i tenkningen.<\/p>\n\n\n\n

Sp\u00f8rsm\u00e5let som stilles er enkelt.<\/p>\n\n\n\n

B\u00f8r kritisk offentlig infrastruktur i Europa v\u00e6re avhengig av utenlandske selskaper underlagt utenlandsk lovgivning?<\/p>\n\n\n\n

Selv Norges minister advarer mot USAs avhengighet<\/strong><\/h2>\n\n\n\n

Norges minister for digitalisering og offentlig styring, Karianne Oldernes Tung<\/a>, har oppfordret alle statlige og offentlige institusjoner til \u00e5 forberede en exit-strategi i tilfelle Google og Microsoft plutselig skulle bli juridisk problematiske i Norge.<\/p>\n\n\n\n

Hun har eksplisitt advart om at offentlige institusjoner m\u00e5 v\u00e6re forberedt p\u00e5 store endringer i hvordan Norge forholder seg til amerikanske IT-selskaper.<\/p>\n\n\n\n

Dette er ikke en marginal bekymring. Det er offisielt politisk spr\u00e5k.<\/p>\n\n\n\n

Men n\u00e5r jeg snakker med norske selskaper, virker det ofte som om det ikke haster.<\/p>\n\n\n\n

Det er en f\u00f8lelse av at det ikke vil skje noe dramatisk. At Norge p\u00e5 en eller annen m\u00e5te vil g\u00e5 fri. At stabiliteten vil fortsette p\u00e5 ubestemt tid.<\/p>\n\n\n\n

Hvorfor det?<\/p>\n\n\n\n

Er Norge for komfortabelt til \u00e5 tilpasse seg?<\/strong><\/h2>\n\n\n\n

Norge har unng\u00e5tt mange av de strukturelle krisene som har tvunget frem en rask digital omstilling andre steder i Europa. V\u00e5r \u00f8konomi er sterk. V\u00e5re offentlige finanser er robuste. Vi har energisikkerhet.<\/p>\n\n\n\n

Komfort reduserer trykket.<\/p>\n\n\n\n

Har Norges relative stabilitet svekket v\u00e5r evne til rask omstilling? Har frav\u00e6ret av systemiske sjokk redusert v\u00e5r vilje til \u00e5 stille sp\u00f8rsm\u00e5l ved langsiktig teknologisk avhengighet?<\/p>\n\n\n\n

Eller er det kompetanse som er problemet?<\/p>\n\n\n\n

Er det ikke tilstrekkelig teknisk kompetanse p\u00e5 beslutningsniv\u00e5 til \u00e5 forst\u00e5 den strategiske risikoen ved leverand\u00f8rinnl\u00e5sing, utenlandsk jurisdiksjon og skyavhengighet?<\/p>\n\n\n\n

N\u00e5r Microsoft velges som standard, er det da strategisk eller bare en vane?<\/p>\n\n\n\n

KI er den neste avhengighetsrisikoen<\/strong><\/h2>\n\n\n\n

Dette problemet blir enda mer kritisk n\u00e5r vi beveger oss inn i kunstig intelligens.<\/p>\n\n\n\n

Mange organisasjoner kaster seg over Copilot, ChatGPT og andre USA-baserte AI-tjenester uten \u00e5 ta hensyn til langsiktig dataeksponering og jurisdiksjonsrisiko.<\/p>\n\n\n\n

P\u00e5 Norsk Interaktiv<\/a>, N\u00e5r AI-funksjonalitet implementeres i MentorKit Course Creator, er strategien eksplisitt. \u00c5pen kildekode for spr\u00e5kmodeller prioriteres. Propriet\u00e6re amerikanske modeller som Copilot og OpenAI-tjenester er bevisst utelukket i visse sammenhenger.<\/p>\n\n\n\n

Hvorfor det?<\/strong><\/p>\n\n\n\n

Fordi det er fullt mulig \u00e5 distribuere AI-modeller med \u00e5pen kildekode p\u00e5 europeisk infrastruktur. Det er mulig \u00e5 hoste dem p\u00e5 servere som befinner seg i EU. Det er mulig \u00e5 sikre at disse serverne eies av europeiske selskaper. Det er mulig \u00e5 operere uten \u00e5 overf\u00f8re data utenfor europeisk jurisdiksjon.<\/p>\n\n\n\n

Dette betyr ingen automatisk dataruting til amerikanske leverand\u00f8rer. Ingen skjulte bakkanaler. Ingen eksponering for amerikanske etterretningsrammer gjennom utenlandske juridiske regimer.<\/p>\n\n\n\n

AI trenger ikke \u00e5 bety avhengighet.<\/p>\n\n\n\n

AI kan v\u00e6re suveren.<\/p>\n\n\n\n

Det krever arkitektoniske valg.<\/p>\n\n\n\n

\u00c5pen kildekode er ikke ideologi. Det er strategisk frihet.<\/strong><\/h2>\n\n\n\n

\u00c5pen kildekode betyr ikke gratis. Det betyr valgfrihet.<\/p>\n\n\n\n

Frihet til \u00e5 bytte leverand\u00f8r.<\/p>\n\n\n\n

Frihet til \u00e5 revidere kode.<\/p>\n\n\n\n

Frihet til \u00e5 v\u00e6re vertskap lokalt.<\/p>\n\n\n\n

Frihet til \u00e5 kontrollere dataflyten.<\/p>\n\n\n\n

Europa forst\u00e5r i \u00f8kende grad at teknologisk uavhengighet ikke handler om isolasjon. Det handler om valgfrihet.<\/p>\n\n\n\n

Muligheten til \u00e5 avslutte.<\/p>\n\n\n\n

Evnen til \u00e5 tilpasse seg.<\/p>\n\n\n\n

Evnen til \u00e5 opprettholde driften selv om de geopolitiske forholdene endrer seg.<\/p>\n\n\n\n

Den virkelige risikoen er ikke \u00e5 erstatte amerikansk teknologi.<\/p>\n\n\n\n
